In curand cartea New Media de Dorina Gutu - si despre bloguri

Dorina Gutu, lector la lector universitar doctor la Facultatea de Comunicare si Relatii Publice din cadrul SNSPA, pregateste volumul New Media, care va avea lansarea in luna octombrie la editura Tritonic.

De curand a deschis blogul colaborativ Masterat politic.

Volumul este axat pe problematica noilor media si reprezinta o premiera pe piata romaneasca. Una dintre sectiunile principale este dedicata blogurilor.

Mai jos sunt raspunsurile mele la intrebarile trimise mai multor bloggeri, printre care m-am aflat si eu - multumesc; o selectie a acestora, vor aparea in carte.

1. Ce reprezinta pentru dumneavoastra blogul personal?

Blogul meu principal este eLearningBlog, un blog educational, dar si de firma, in care aduc noutati, comentarii din eLearning, din tehnologiile Web 2.0, analize despre blogosfera romaneasca, dar si prezentari ale proiectelor educationale in care sunt implicata sau ale firmei pe care o coordonez.

Unele insemnari le consider resurse educationale, pe care utilizez in cursurile traditionale sau online pe care le facilitez – in felul acesta materialele pot fi actualizate, dinamice.

Blogul este un element de baza in realizarea unui spatiu personal de invatare continua, sociala, colaborativa, parte a practicilor si resurselor educationale deschise, ce fac astazi subiectul multor studii si prioritati in intreaga lume.

Pe langa acest blog, am alte cateva bloguri prin intermediul carora comunic cu studentii la cateva cursuri si proiecte, in care public materiale, resurse pe care le analizam impreuna.

As putea concluziona ca blogul este:

  • un instrument extraordinar pentru organizarea / managementul informatiilor, cunostintelor
  • o modalitate de validare a ideilor, proiectelor prin dialog cu ceilalti
  • un spatiu de invatare informala
  • un nod in comunitati de invatare, de interes si chiar de practica
  • un portofoliu al activitatii personale, dar si al firmei
  • un director de resurse pentru proiecte si cursuri.

2. Ce avantaje (beneficii) v-a adus intrarea in blogosfera? Dar blogul?

Avantajele rezulta din multiplele fatete ale instrumentului blog, de mai sus.

Blogurile pe diferite domenii constituie cea mai importanta sursa de informare pentru mine. Pornind de la notele, comentariile, resursele la care se refera pe blogurile lor diferiti profesionisti, din tara si strainatate, pe care i-am descoperit in timp, pot fi la curent si sa particip la ceea ce este nou in domeniile care ma intereseaza.

Am cunoscut oameni noi si am demarat noi proiecte.

Am putut sa fac mai bine cunoscute proiectele firmei si cele personale.

Anul acesta, al treilea de cand scriu la eLearningBlog, a fost foarte dens profesional, iar blogul si-a demonstrat pe deplin utililitatea.

Pentru doua cursuri online derulate, avand ca subiecte RSS, bloguri si alte tehnologii Web 2.0 in educatie, respectiv Practici si resurse deschise in educatie, materialele le-am conceput extinzand insemnari scrise in timp pe blog.

Acestea vor sta si la baza unei carti despre tehnologii Web2.0 in educatie si a unui ghid despre Tehnologii colaborative in cursuri blended.

3. Considerati ca peste 2 ani veti mai scrie pe blogul personal?

In mod cert. S-ar putea ca platforma sa fie alta, acum folosesc software-ul open source b2evolution.

S-ar putea de asemenea ca blogul fie integrat cu un wiki sau platforme de cursuri online.

4. Cum credeti ca va evolua blogosfera politica?

Intrarea in blogosfera da posibilitatea oamenilor politici sa se exprime mai bine, sa isi explice mai clar opiniile, actiunile, proiectele, sa intre intr-un dialog real cu toti cei pe care vor sti sa ii atraga sa le urmareasca si sa le comenteze blogurile.

Pentru politicieni bloggeri, ca pentru orice blogger, o conditie esentiala in a fi informat si deschis spre ceilalti, este sa urmareasca si sa stie sa selecteze alte bloguri, nu doar politice si sa intre in dialog cu comunitatile create in jurul acestora.

Inainte de deschiderea blogului, de a incerca sa-si faca auzita vocea in blogosfera, trebuie sa invete sa cunoasca, sa asculte si sa respecte alte voci, opinii.

In viitorul apropiat, vor aparea multe bloguri politice, in curand blogul va fi sinonim cu un birou virtual.

Cred ca vor fi si surprize in a-i descoperi altfel pe politicieni, in a descoperi noi oameni politici.

Realizarea unor dezbateri utile si civilizate, impunerea unor teme de interes cetatenesc pe bloguri tine mult si de publicul internaut, de educatia continua la care fiecare trebuie sa fie parte,

5. Ce politicieni v-ati dori sa intre in blogosfera?

Mi-as dori sa pot descoperi noi oameni politici, de o alta calitate, prin intermediul blogurilor. Mi-as dori sa pot descoperi femei politicieni, care sa se exprime profesionist, implicant, cu sensibilitate.

As vrea ca bloguri ale oamenilor politici si nu numai, sa devina puncte de comunicare si colaborare in spatiul european.

Astept cu interes ca bloguri scrise de comisarul european roman sau de parlamentarii nostri europeni sa impuna teme de interes, sa fie citate.

David Wiley a scris despre OER Recommender pe blogul sau iterating toward openness, in urma cu cateva zile.

OER Recommender este o extensie Greasemonkey ce afiseaza resurse deschise, inrudite cu pagina curent vizitata, cautate in cateva directoare de OER.

Extrapoland putin, la navigarea pe paginile cursurilor pe care le-am tinut impreuna cu Seppo, respectiv Gabriela si avand OER ca una dintre temele centrale:

Sa notez ca prima etapa in construirea motorului de cautare OER, un proiect comun ccLearn - divizie nou creata a Creative Commons cu suportul William and Flora Hewlett Foundation - Open Educational Resources Program si Google, este colectarea directoarelor de OER.

Noua varianta a Colectiei de RSS / bloguri romanesti - ce va fi finalizata curand - va include o extensie pentru afisarea de RSS / bloguri inrudite cu pagina curenta.

My proposals for ICT in Education in Knowledge Economy Project

ICT infrastructure

The number of computers, especially in the rural areas, should be increased at least at the value of the EU indicator of number of computers connected per 100 pupils: 11.3.

More computers should be located in classrooms, in libraries, in teachers rooms. 61% of EU25 schools provide computers in classrooms.

Investigate the possibility to provide to schools presentation toolkits consisting of ( wireless ) computer / laptop, projector and interactive whiteboard for be used in the classrooms.

The provision of other ICT equipments could be taken into account: whiteboards, laptops, printers, projectors, PDAs, scanners, digital video cameras.

Broadband access for schools should be provided - now 44% of Romanian schools are connected, while 67% in EU25.

Assure ICT support and maintenance: extend the possibility that schools sign contracts for ICT support or maintenance with professional ICT service providers.

Create a website for ICT support ( on MERY or MCTI websites ):

  • with tutorials,

  • FAQ ( both could be organized as wiki ),

  • live chat,

  • discussions forums,

  • online courses for administrators, technical staff, teachers who want to improve their knowledge,

  • presentation of free and open source solutions,

  • download area,

  • blogs of practitioners,

  • RSS feeds.

A methodology and a specific online integrated system are needed to the ongoing monito-ring and evaluation quantitative and qualitative of ICT use and impact in education ( ARACIP makes no references to the ICT evaluation and doesn't have an online system for evaluation ).

  • Such a methodology is needed to inform decision makers on whether to expand or modify a particular policy or programme and develop future actions.

  • The online system could offer the possibility to schools to evaluate the grade in which ICT is used and to suggest future steps.

  • The system to implement the European indicators and benchmarks [10], Romania has to report in EU and international programmes.

Open Source Software

Some specific actions related to open source software could be:
  • implement pilot programmes in schools to evaluate the using of OS

  • encourage the use of open source software in schools and in educational institutions for operating systems, applications, for virtual learning environments and content management systems, for open educational content development

  • the training programmes for teachers and administrators to contain open source solutions presentations and applications, not only proprietary solutions

  • teach pupils and students skills, not specific applications; the ICT and Technological Education manuals to present both proprietary and OS solutions

  • implement a dedicated website ( or an area on the Ministry's website ) which provides technical support, download area, best cases sharing, online communities for actors from education systems and other practitioners

  • organize ( be partner ) round tables, conferences related to open source software

  • equip schools with DVDs containing OS software and guides

  • partnership with organizations which activate in OS, with user groups.

Educational Content - OER, proprietary solutions, transparency, quality criteria

  • The educational content which already exists, mainly in AeL, should be used more intensive by teachers and students: connections with curricula, the skills they develop should be more clear; encourage and support the sharing of best practices - could be published on the MERY website, and aggregated from other sites, blogs of educators.

  • Partnership with European Schoolnet and eTwinning Schools and participation in projects related to OER, presented above. Schools to be informed and stimulated to participate. It seems that in the autumn Romania will be a partner in the eTwinning programme, with ISE as the national coordinator ( update: in October 1st, Romania has become partner ). Also the possible partnership with Romania appears in European Schoolnet - Work Programme 2007 [20].

  • Create a repository with the educational projects in which Romanian schools and educational organizations have participated, such as Leonardo, Socrates, eContent programmes: trained human resources, gained experience and skills, produced materials could be used, projects could be continued or new ones could be started.

  • Partnership with publishers, broadcasters, libraries, cultural institutions to provide access to their own resources.

  • Implement an online system for collaborative production of open educational resources by teachers and students, based on Web2.0 collaborative technologies. OER can make a valuable contribution to a diversified supply of learning resources, supporting methodological diversity, and promoting the individualization of the learning process:

  • content organized by tags, specifying target groups, disciplines, skills, types of activities in which to be used; define quality criteria; possibility for peer review, user comments and ratings, best practices sharing. It is not necessary that the resource to be created and uploaded on this platform, but it is possible that a link to a resource elsewhere created by user is shared, and then validated with the other users

  • collaborative tools to create materials; templates could be provided

  • community - users profiles could include interests, name, location, skills, inte-rests specified and searched by tags; users to be able to work together for produ-cing educational materials, communicating in discussions forums, and using the collaborative tools; support also for blogs, wikis, RSS feeds

  • training - self-paced tutorials, but also online courses could be organized for teachers and students on this platform.

  • In general, the teachers training programmes should contain topics related to OER, new licenses and tools to create educational materials in a collaborative manner.

  • Encourage a competitive market for educational resources production, guarantee transparency of supply and equal opportunities to market actors.

Define a set of quality criteria:

  • pedagogic principles:effective learning and teaching, the focus from presenting content to engaging learners in productive learning activities. assessment, improve practical and cognitive skills

  • design principles: resource design, accessibility, interoperability.

An online system to evaluate the educational software with a database of suppliers could be implemented.

  • A central portal can be created to provide the connections with all the categories of resources above.

Collaboration and Sharing - Web2.0 technologies

  • Inform, train, and encourage the teachers and pupils to use Web2.0 technologies: RSS, blogs, podcasts, wikis, collaborative bookmark systems, social networks.

  • Topics such as online plagiarism, new licenses, online security should be discussed with pupils.

  • The educational websites should offer information related to these issues.

  • Provide RSS feeds for all the educational sites developed, for better monitoring by possible users.

  • Promote blogs written by innovators in education.

  • Offer hosting service for educational blogs and wikis, using open source solutions.

  • Encourage and support schools and other educational institutions to use virtual environments for learning and collaboration based on these solutions.

Personalisation of Learning - Virtual Learning Environments, eAssessment, ePortfolios

Start with a pilot program to investigate the impact on education of a 21th century open school, having an integrated online platform, based on open source solutions and open source resources and practices:

  • spaces for communities of learning and interest dynamically created

  • traditional courses supported by a virtual environment with online resources and discussions, being accessible from anywhere, anytime, from home too, open also to parents to monitor their children's progress

  • online tool to assess pupils knowledge and skills, and to provide online guidance and materials for development

  • support for pupils ePorfolios which will be ongoing developed during their lifelong learning; learners set up and develop their own ePortfolio for documenting and reflecting on the progress and results of their study work

  • school online resources accessible to the community

  • online projects collaboratively developed with other schools

  • blogs, wikis to share experience.

Teachers Training - flexibility, online courses, new technologies

  • The standard for ICT skills for teachers to take into account the new skills recommended by EC, required to collaborate, to share practice, to use the new technologies, to moderate online environments.

  • Encourage a competitive market for training programmes, guarantee transparency of supply and equal opportunities to market actors.

  • During the training programmes, teachers should be able to know and practice new collaborative and communication technologies.

  • The training programmes for teachers to contain open source solutions presentations and applications, not only proprietary solutions; also OER, new licenses, tools to collaboratively create educational materials.

  • The possibility to acreditate online courses would assure flexible in-service training, assuring the tailoring to the specific needs, and would give examples of good practices

  • Competences developed via formal, informal and non-formal to be recognized, as recommended by EC.

  • Implement an online system to assess teachers ICT competencies and to offer guidance for future development.

  • Peer mentoring and collaboration in online communities - with online tutorials and guides, case studies, discussions - assure experience sharing, learning from the others experience.

  • Encourage the use of blogs, wikis to share experience and to continuously learning.

  • Train e-trainers, use the experience of organizations which activate in this domain, in Leonardo, Socrates, and Grundtvig programmes too.

Si profesorii au nevoie de o pregatire de calitate

Dupa apelul la consultarea publica cu privire la "Schools for the 21st Century"Directoratul General pentru Educatie si Cultura al CE propune  statelor membre "orientări generale pentru dezvoltarea de politici şi practici pentru imbunatatirea calitatii pregatirii continue a profesorilor. Printre acestea se numără:

  • asigurarea accesului tuturor cadrelor didactice la cunoştinţele, comportamentele şi competenţele pedagogice pe care aceştia le solicită pentru a fi eficienţi;
  • asigurarea coordonării, coerenţei şi resurselor adecvate pentru formarea şi dezvoltarea profesională a cadrelor didactice;
  • promovarea unei culturi a practicii reflexive şi a cercetării în rândul cadrelor didactice;
  • promovarea statutului şi recunoaşterii profesiei de cadru didactic;
  • sprijinirea profesionalizării învăţământului."

Cel mai nou proiect de la noi legat de pregatirea profesorilor din invatamantul preuniversitar - CNFP - acrediteaza doar programe de pregatire a profesorilor derulate traditional, cu materiale tiparite, cu prezentari .ppt - nimic despre programe online sau blended.

Vorbind despre pregatirea profesorilor prin proiecte colaborative, sa notez ca a aparut Learning with eTwinning: A Handbook for Teachers, un ghid la care unul dintre autori este compatriotul nostru Petru Dumitru; lucreaza de mai multi ani la Bruxelles, la European Schooolnet, cea care deruleaza programul eTwinning.

Petru Dumitru vorbea despre faptul ca desi oficial Romania nu este partener, scolile romanesti sunt cele mai entuziaste in participarea in proiectele European Schooolnet si despre sprijinul ce a incercat sa il dea: "As putea spune ca educatia romaneasca si principiile ei de baza au intrat mai de mult in Uniunea Europeana, prin participarea scolilor romanesti in diferite activitati comune cu parteneri europeni."

Este de dorit ca MECT sa devina cat mai curand partener in European Schooolnet si eTwinning, pentru o sincronizare a politicilor noastre educationale cu ale statelor membre si pentru posibilitatea ca fiecare scoala sa poata lucra in proiecte de colaborare, sa adopte practici si resurse deschise. 

Marturisesc ca nu imi este clara cauza neparticiparii tarii noastre. Am gasit in programul pentru 2007 al European Schooolnet derularea de activitati pentru aderarea posibililor noi parteneri, ministerele din Lituania, Romania, Bulgaria, Cipru, Turcia ( Bulgaria este insa membra in eTwinning ). Singura referire la parteneriatul cu European Schooolnet pe site-ul MECT priveste o discutie pentru stabilirea detaliilor aderarii, in septembrie 2005.

Sunt peste 80 pana acum; veti gasi nume cunoscute din toata lumea, autori de bloguri pe care probabil le urmariti; apare si lista Gabrielei Grosseck.

Directoratul General pentru Educatie si Cultura al CE lanseaza o consultare publica "Schools for the 21st Century".

Pana in 15 octombrie se asteapta raspunsuri la eac-schools-consult@ec.europa.eu, pentru urmatoarele aspecte:

1. Cum trebuie scolile organizate asa incat elevii sa isi poata dezvolta competentele cheie?
2. Cum pot scolile dezvolta competentele si motivarea pentru invatarea pe parcursul intregii vieti?
3. Cum pot contribui scolile la cresterea economica a Europei?
4. Cum pot raspunde sistemele scolare la promovarea egalitatii de sanse, la diversitatea culturala si la reducarea abandonului scolar?
5. Pentru a raspunde nevoilor de invatare individuale, ce trebuie schimbat in curricula, in oganizarea scolii, in rolurile / pregatirea profesorilor?
6. Cum se pot implica comunitatile scolare in a pregati elevii pentru a deveni cetateni responsabili, care respecta valori ca pacea, toleranta diversitatii?
7. Cum pot fi educatorii pregatiti pentru a a face fata schimbarilor?
8. Cum isi pot asuma comunitatile scolare implicarea si motivarea pentru a reusi? Cum pot fi sprijinite in a raspunde necesitatilor si cerintelor in continua schimbare?

Pentru a raspunde acestei consultari, am lansat in spatiul programului pilot o mica dezbatere pentru scolile din proiectul Economia bazata pe cunoastere.

Probabil, la fel ca mine, ati utilizat de multe ori serviciul PDFonline.

Marturisesc ca pana sa citesc insemnarea Gabrielei, nu mi-a atras atentia Web2PDFonlineWidget, care plasat pe un site / blog, il salveaza in format pdf.

Pornind de la acesta, se poate insa crea un bookmarklet, care actionat, va salva in pdf orice pagina curent incarcata in browser.

Convingeti-va de acest lucru, facand drag&drop in bara de tool-uri pentru linkul de mai jos.

aideRSS - cu PostRank evalueaza-ti valoarea insemnarilor blogului; citeste ce e important de pe altele

Am scris de multe ori despre modalitati de a evalua notorietatea blogului si multe instrumente sunt implementate la Colectie.

De obicei pot fi masurate reactiile la un blog sau o insemnare ( URL ) anume.

Recent a fost lansat aideRSS, un agregator care permite monitorizarea itemilor din RSS-uri in functie de importanta lor.

aideRSS evalueaza insemnarile de pe un blog, calculandu-le cate o valoare PostRank ce ia in calcul - de observat ca aici la valoarea 10 se ajunge mult mai usor decat la PageRank:

  • numarul de comentarii
  • numarul de salvari ale insemnarii la del.icio.us
  • numar de voturi ale insemnarii la digg
  • comentarii pe alte bloguri ( backlink-uri Google ).

Constat insa ca aideRSS analizeaza doar radacina adresei furnizate, deci nu functioneaza corect pentru eLearningBlog, cu adresa http://www.timsoft.ro/weblog/, evaluand http://www.timsoft.ro - iata ce gaseste de top aici; probabil in timp se va remedia.

Oricum e interesant de urmarit procentul de insemnari bune, foarte bune si de top pentru un blog. 

Se afiseaza de asemenea si frecventa actualizarii blogului.
